Waste Management Licence Exemption Certificate

For an Exemption Certificate you will probably still require planning permission but will not need to meet Fit and Proper Person (FAPP) criteria.  Other information that will be required will be

  • Name and address of the operator
  • Location type and scale of the proposed activity
  • Consent from the land owner/occupier
  • Risk assessment determining that pollution to the environment, harm to human health or damage to local amenities will not occur as a result of the proposed facility. 

Exemption Certificates are usually issued where material to be composted is produced on the site or used by the occupier of the site and a maximum of 1000 cubic meters of material will be held on site. Mushroom growers benefit from a 10,000 cubic meters allowance.

The various legal permissions require fees and take time to be applied for, completed, submitted, assessed and issued. Operating without the appropriate authorisations is an offence.
