Composting Legislation
All composting facilities must adhere to the same legislation whether they are commercial or community based. Legal requirements change according to the location, size of facility and operations taking place. Fees are charged for planning and licensing. The various legal permissions take time to be applied for, completed, submitted, assessed and issued. Operating without the appropriate authorisations can be an offence.
Your local Environment Agency officer will advise you on what licensing will be legally required for your proposed facility. The minimum will be either a Waste Management License or an Excemption Certificate.
Composting Animal By-Products requires approval from the Veterinary State Service and composting Municipal Waste requires a Pollution Prevention and Control (PPC) permit also known as Integrated Pollution Prevention or Control (IPPC) permit obtainable from the Environment Agency.
