Waste carrier licensing for landscape gardeners

It is recommended by the Environment Agency that all landscape gardeners are registered as waste carriers if it is likely at some point in the course of their business they will be carrying waste which has arisen as a result of building/construction or demolition activities (e.g.  fencing, paving or soil) or that they are carrying garden waste generated as a result of someone else's instructions such as the removal of a tree or bush.

If a gardener carriers plants, trimmings etc. which they have responsibility for deciding when and where to be cut/removed, for example, a large scale regular maintenance contract, they are the waste producer and do not need to register.
